Expands prohibition on electronic wireless device use while driving from temporary permit holders and probationary license holders to all persons operating motor vehicles on public streets, highways, and property.

Allows exceptions for emergency purposes, stationary vehicles outside traffic lanes, navigation devices used in voice-operated or hands-free manner without physical manipulation, and devices integrated into the vehicle.

Establishes penalties of $150 fine and 60-day driver's license suspension for first offense; $300 fine and one-year suspension for subsequent offenses.

Permits offenders to attend a distracted driving safety course established by the director of public safety instead of paying an additional $100 fine.

Repeals existing section 4511.204 and amends sections governing school attendance notifications, secondary traffic offenses, distracted driving definitions, and transportation network company driver requirements to reference updated provisions.
