• Amends Ohio Revised Code sections 2903.21 and 2903.22 to increase penalties for aggravated menacing and menacing offenses.

• Elevates aggravated menacing involving a "protected person" (someone protected by a court-issued protection order) from a felony of the fifth degree to a felony of the fourth degree for first violations.

• Increases penalty to a felony of the third degree for aggravated menacing if the offender was previously convicted of aggravated menacing against another protected person.

• Elevates menacing involving a protected person from a misdemeanor to a felony of the fifth degree for first violations, and to a felony of the fourth degree for repeat violations against protected persons.

• Applies enhanced penalties when threats target protected persons under protection orders issued pursuant to domestic violence, stalking, or child protection statutes.
