Voids Secretary of State Directive 2020-06 and prohibits counting or releasing ballot results for the March 17, 2020 primary election until 7:30 p.m. on April 28, 2020.

Extends absent voting by mail for the March 17, 2020 primary election through April 28, 2020 for voters registered as of February 18, 2020.

Requires the Secretary of State to send postcards to all registered voters notifying them of absent voting methods, procedures, and deadlines.

Sets absent voter ballot application deadlines of noon on April 25, 2020 (or 3:00 p.m. on April 28 for same-day applicants), with ballots due by 7:30 p.m. on April 28, 2020.

Appropriates $5,000,000 from the Controlling Board Emergency Fund to the Secretary of State for absent voter ballot application mailing expenses and declares the measure an emergency response to COVID-19 pandemic public health orders.
