Requires the Director of Commerce to issue prorated refunds of liquor permit fees for holders of A-1-A, A-1c, C class, or D class permits affected by the Director of Health's March 15, 2020 order limiting food and beverage sales to carry-out and delivery only

Calculates the refund amount by multiplying the permit fee by a quotient equal to the number of days the alcohol order was in effect divided by 365

Director must issue refunds within 30 days of the alcohol order's expiration or termination

Director of Commerce must establish necessary procedures to implement the refund program

Refunds are paid from the State Liquor Regulatory Fund (Fund 5LP0) with Controlling Board approval, effective upon the bill's enactment
