Creates contract worker compensation grant program administered by Director of Job and Family Services to provide weekly grants to individuals unable to perform contract work due to quarantine, isolation, or employer closure orders from state or federal health authorities.

Requires employers to provide 14 days of quarantine or isolation pay to employees unable to work due to COVID-19 related quarantine, isolation, medical care, school/childcare closures, or domestic violence, valid through 91 days after emergency declaration ends.

Requires employers to provide 56 hours maximum of sick leave (calculated as one hour per 30 hours of service in prior year) for COVID-19 related absences, valid through 91 days after emergency declaration ends.

Prohibits employers from requiring use of accrued paid leave before providing required quarantine/isolation pay or sick leave, and prohibits adverse employment actions against employees for requesting or using such leave.

Provides employees with complaint and civil action remedies for violations, with potential remedies including rehiring, back wages, benefits restoration, damages, and injunctive relief; appropriates funds from Budget Stabilization Fund for fiscal years 2020-2021.
