Amends section 3902.30 of the Revised Code to require health plan issuers to cover telemedicine services provided by licensed health care professionals on the same basis as in-person services.

Prohibits health benefit plans from excluding coverage for services solely because they are provided via telemedicine and restricts cost-sharing requirements for telemedicine to no more than comparable in-person services.

During a state of emergency declared by the Ohio governor or U.S. president, health plan issuers must cover any covered health care service delivered as telemedicine if the provider determines it is in the public interest, with reimbursement at the same rate as in-person services.

Applies to all health benefit plans issued, offered, or renewed on or after January 1, 2021, except emergency provisions which apply immediately during declared states of emergency.

Declares the act an emergency measure effective immediately to prevent COVID-19 transmission while maintaining Ohioans' access to health care services.
