Amends Ohio Revised Code section 3749.01 to allow certified swimming classes to be conducted at private residential swimming pools without requiring the pool operator to obtain a public swimming pool license.

Defines "certified swimming class" as infant swimming resource (ISR) classes, American Red Cross swimming classes, or any swimming class certified by a nationally accredited organization operating in all fifty states.

Permits paying guests to participate in certified swimming classes at a private residential pool only if the resident is a certified swimming instructor conducting one-on-one instruction and no more than four individuals are in the pool at the same time.

Preserves insurers' ability to exclude coverage, underwrite policies, or limit coverage unaffected by this legislation.

Declares the act an emergency measure effective immediately to continue essential operation of certified swimming classes.
