Substitute Senate Bill 311 Summary

• Prohibits the Ohio Department of Health from issuing general, mandatory statewide or regional quarantine or isolation orders that apply to individuals who have not been directly exposed to or medically diagnosed with the disease in question.

• Prevents the director from making special or standing orders or rules for disease prevention that function as general, mandatory statewide or regional quarantine or isolation orders against undiagnosed or unexposed individuals.

• Allows the General Assembly to rescind disease prevention orders or rules issued by the department through adoption of a concurrent resolution.

• Requires preliminary investigation reports to be released if inquiries are not completed within six months, with supplementary reports every six months thereafter, and final reports upon completion.

• Permits the director to release incomplete investigation information only to prevent or mitigate clear threats to individuals or public health, limited to persons necessary to control or prevent disease.
