Allows towing services or storage facilities to obtain certificates of title to unclaimed motor vehicles ordered into storage by law enforcement under sections 4513.60, 4513.61, or 4513.66.

Requires a bureau of motor vehicles search to identify the vehicle owner and lienholder, followed by certified mail notice giving them 60 days to claim the vehicle before title transfers.

Mandates a determination by a sheriff, chief of police, or state highway patrol trooper that the vehicle is not needed for criminal investigation before title can be obtained.

Requires the towing service or storage facility to execute an affidavit within 90 days of the law's effective date, with the clerk of court issuing a certificate of title free and clear of all liens and encumbrances upon presentation of the affidavit.

Allows the towing service or storage facility to retain all proceeds from disposal of the vehicle and requires notification to the law enforcement entity that ordered the vehicle into storage on the last business day of the month title was obtained.
