Exempts long-term care facility projects from Certificate of Need Program requirements when initiated during a declared public health emergency.

Defines "public health emergency" as any state of emergency affecting public health declared by the governor or director of health, including contagious, infectious, epidemic, pandemic, or endemic conditions.

Allows activities initiated without a certificate of need during the emergency to continue after the emergency ends, but any subsequent changes to those activities become reviewable under existing regulations.

Does not apply to certificate of need applications pending at the start of an emergency or to conditions of certificates already granted before the emergency began.

Applies to activities described in section 3702.511 initiated on or after the effective date during the emergency declared by Executive Order 2020-01D (issued March 9, 2020).
