Establishes a 5-member state Board of Building Appeals appointed by the governor with senate consent, requiring members to include an attorney, registered architect, professional engineer, fire prevention officer, and person with plumbing/pipefitting expertise.

Authorizes the Board of Building Appeals and certified local boards of building appeals to establish expedited appeal proceedings with hearings held within 72 hours of request, excluding weekends and holidays.

Sets expedited appeal fees not to exceed $500 per day pending and $1,500 total for the entire expedited appeal process.

Permits expedited hearings to be conducted via teleconference, video conference, or similar electronic technology, and waives the standard 7-day notice requirement while still requiring notice prior to the hearing.

Allows follow-up hearings after a continuance to be expedited and held within 3 days of the continuance request.
