Designates May as "Maternal Mortality Awareness Month" in Ohio.

Modifies the Pregnancy-Associated Mortality Review (PAMR) board by expanding membership to include individuals representing racial and ethnic backgrounds, midwives, certified doulas, and women who experienced severe maternal morbidity.

Requires hospitals and freestanding birthing centers to report annual data on severe maternal morbidity to the Director of Health, with rules to be adopted within 60 days of effective date.

Changes PAMR board reporting from biennial to annual reports submitted by December 1st each year, with reports to be public records containing disaggregated data by insurance coverage, race, and ethnicity.

Protects confidentiality of PAMR board records, investigative materials, and member statements while establishing procedures for identifying and reviewing pregnancy-associated deaths to reduce maternal mortality through recommendations and interventions.
