Requires hospitals and freestanding birthing centers to conduct annual continuing education for employees and contractors caring for pregnant and postpartum women on severe maternal hypertension, obstetric hemorrhage, and two most prevalent obstetric complications identified by the pregnancy-associated mortality review board.

Mandates educational modules be updated and provided at least annually with approval for continuing education credit through appropriate professional licensing boards.

Authorizes the director of health to monitor compliance through record inspections and require facilities to report on continuing education activities conducted.

Directs the department of health to collaborate with the Ohio perinatal quality collaborative to develop an initiative addressing birth equity, racial and ethnic disparities, and implicit bias in healthcare through best practices training and cultural competency education.

Requires the department to make available best practices for timely identification of pregnant and postpartum women in emergency departments and for appropriate consultation with obstetric specialists, including via telemedicine services.
