Creates a new section 3314.089 of the Revised Code establishing a distinct funding method for internet- or computer-based community schools where a majority of students are enrolled in dropout prevention and recovery programs.

Modifies school funding formula for these dropout prevention schools to provide: a one-time $1,750 payment per student, hourly-based formula amount payments (capped at 920 hours annually), and completion-based payments up to $2,500 per student per fiscal year.

Eliminates targeted assistance funds, economically disadvantaged supplements, English learner funds, and early grades bonuses for students in these schools, while retaining special education and career-technical funding.

Limits career-technical education funding to actual hours participated rather than full-time equivalency calculations for dropout prevention school students.

Amends Section 265.230 of H.B. 166 to apply the new funding method for fiscal years 2020 and 2021 for internet- or computer-based community schools serving primarily dropout prevention and recovery students.
