Amends Ohio Revised Code section 1923.01 and enacts section 1923.111 to establish procedures for expunging eviction case court files.

Permits tenants, manufactured home park residents, landlords, or courts to motion for expungement of eviction case records from publicly accessible files.

Creates a rebuttable presumption in favor of expungement if the motion is filed 3 or more years after the eviction judgment; mandates expungement if filed 7 or more years after judgment unless the landlord provides contrary information.

Requires courts to consider landlord information before ordering expungement and makes final expungement decisions discretionary when filed less than 7 years after judgment, based on findings that the case file is no longer predictive of tenant behavior and expungement serves the interests of justice.

Defines "expungement" as removal of evidence of the court file's existence from publicly accessible records.
