Appropriates $150,000 from the General Revenue Fund for fiscal year 2021 to the Ohio Environmental Protection Agency for a brownfield study.

Requires the Ohio EPA to conduct a study in conjunction with public universities to identify brownfield sites in Ohio, estimate cleanup costs, and identify funding sources.

Study must develop recommendations for changes to state and local laws and policies to facilitate brownfield cleanup.

Ohio EPA must submit a report with findings and recommendations to the General Assembly by January 1, 2022, and make the report publicly accessible on its website.

Defines "brownfield" as abandoned, idled, or under-used industrial, commercial, or institutional property where expansion or redevelopment is complicated by known or potential hazardous substance or petroleum releases.
