Amends Section 27 of H.B. 481 to distribute $650 million in federal Coronavirus Relief Fund money to counties, townships, and municipal corporations that did not receive direct payments under the federal CARES Act.

Director of Budget and Management distributes funds to county treasuries based on each county's 2019 Local Government Fund allocation, with county auditors then distributing to eligible subdivisions within 7 days using population-based formulas.

Eligible subdivisions must adopt a resolution or ordinance affirming funds will be used only for costs consistent with Section 5001 of the CARES Act before receiving payments; funds held in local coronavirus relief funds.

Requires subdivisions to return unencumbered balances to county treasuries by November 20, 2020, with redistribution to counties and municipalities by November 25, 2020, and all unexpended funds returned to state treasury by February 1, 2021.

Declares the act an emergency measure necessary to address financial impacts to governments from the COVID-19 pandemic and provides immediate effect.
