Creates a civil action under Ohio law allowing law enforcement officers to sue anyone who files a known false complaint against them or abridges their civil rights, with recovery of compensatory damages including emotional distress, punitive damages, court costs, and attorney's fees.

Designates assaults, felonious assaults, and intimidation offenses committed against emergency service responders, public servants, and their family members or co-workers as more serious felonies, including mandatory consecutive prison sentences.

Defines "emergency service responder," "co-worker," "family or household member," and "public servant" to establish protected categories for enhanced penalties when targeted for assault or intimidation.

Makes filing a known false complaint against a peace officer a misdemeanor of the first degree and allows civil liability under the new section 2307.67 regardless of criminal prosecution.

Establishes mandatory consecutive sentencing for certain assaults on emergency responders and property damage crimes motivated by bias against protected individuals.
