Eliminates automatic enrollment in governmental electric and natural gas aggregation programs; customers must opt-in rather than opt-out to participate.

Allows people previously auto-enrolled in aggregation programs to opt out at any time without paying switching fees and default to standard service offers.

Requires municipal corporations, townships, and counties to obtain prior affirmative consent from non-mercantile customers before aggregating their electric loads, with exceptions for municipal utilities and nonprofit suppliers.

Modifies section 4928.20 to remove automatic aggregation provisions for electricity and section 4929.26 to remove automatic aggregation for natural gas, replacing them with opt-in requirements.

Establishes new sections 4928.201 and 4929.271 to provide opt-out rights for those previously enrolled in automatic aggregation programs without switching fees.
