Extends authorization for public body members to hold meetings and hearings via teleconference, video conference, or similar electronic technology during the emergency declared by Executive Order 2020-01D on March 9, 2020, until the declared emergency is terminated.

Members attending electronically shall be considered present in person, permitted to vote, and counted toward quorum requirements.

Public bodies must provide at least 24-hour advance notification to the public and media of meeting time, location, and electronic access methods, except in emergency situations requiring immediate action.

Public bodies must ensure public access to meetings and hearings through live-streaming, internet, radio, television, cable, public access channels, or similar electronic means, and members must be able to converse with witnesses and receive documentary testimony.

Establishes that electronic meetings have the same legal effect as in-person meetings and does not negate other provisions of Ohio law regarding open meetings or administrative hearings.
