Voids the Director of Health's July 30, 2020 order limiting county fairs to junior fair activities and animal exhibitions.

Creates the Agricultural Society Working Group for 2021 to study and recommend protocols for safe and hygienic operation of agricultural society fairs and festivals.

Working Group must conduct initial meeting within 15 days of the effective date and publish initial recommended protocols by April 10, 2021.

Membership includes 18 appointed representatives from legislative, state, and agricultural organizations, with maximum total membership of 25 individuals and majority party legislative members jointly chairing the group.

Working Group terminates on February 1, 2022.
