Amends Ohio Revised Code section 1533.05 to include owls (family Strigidae) in the definition of raptors permitted for use in falconry, alongside falcons and hawks.

Requires the chief of the division of wildlife to issue permits for taking, possessing, and transporting raptors for falconry, with permit duration consistent with federal requirements.

Authorizes falconry permit holders to take quail, European starlings, English sparrows, and common pigeons at designated times, and permits special falconry seasons to be established by rule.

Requires falconry permit applicants to hold a valid current hunting license and to carry both permit and hunting license while engaged in falconry on another's land.

Prohibits taking wild raptor nests or flightless young raptors for falconry purposes except under direct wildlife officer supervision when the nest would otherwise be destroyed or the raptor would not survive.
