Creates a new "Brighter Days 4 Kids" license plate program allowing vehicle owners to voluntarily display specialty plates and contribute to designated charitable causes.

Vehicle owners pay a $30 contribution per registration that is deposited into the state's license plate contribution fund, plus a $10 administrative fee to compensate the Bureau of Motor Vehicles.

Contributions from the "Brighter Days 4 Kids" license plates are directed to the BDK fund, which is prohibited from using contributions for any political purpose.

Amends section 4501.21 of the Revised Code to include section 4503.569 in the list of sections whose contributions feed into the license plate contribution fund, which distributes money to numerous charitable organizations, schools, and special interest groups throughout Ohio.

The license plates display an appropriate logo and words selected by BDK fund representatives and approved by the registrar, along with standard county identification stickers.
