Authorizes the Director of Development Services to award grants to operators of qualifying performing arts venues, producers, and promoters who experienced at least a 75% revenue decrease from March 15 to November 1, 2020, compared to the same period in 2019.

Establishes eligibility requirements including principal place of business in Ohio, fewer than 500 full-time equivalent employees, and exclusions for publicly traded corporations, multinational entities, and those operating in other states.

Sets grant amounts based on 2019 revenues: $200,000 for revenues exceeding $1 million; $100,000 for $500,000-$1 million; $40,000 for $100,000-$500,000; and $20,000 or 50% of revenue (whichever is less) for revenues under $100,000.

Permits grant use for rent, employee compensation, emergency planning, security, personal protective equipment, safety remodeling, utilities, insurance, licenses, loan payments, and recoupment of forgone revenue from event cancellations.

Appropriates $20 million from the Coronavirus Relief Fund for fiscal year 2021 to fund the grant program, with applications due by November 30, 2020, and disbursements by December 30, 2020.
