School district boards of education may employ substitute teachers for the 2020-2021 school year without meeting standard educational requirements specified in Ohio Revised Code section 3319.226, instead using the district's own set of educational requirements.

All other qualifications, requirements, and procedures contained in section 3319.226 of the Revised Code and Administrative Code rule 3301-23-44 must still be satisfied by substitute teacher candidates.

This provision applies to the 2020-2021 school year only.

The act is declared an emergency measure to ensure school districts can employ an adequate number of substitute teachers to address staffing needs arising from the COVID-19 outbreak.

The act takes immediate effect upon enactment.
