Amends penalties for promoting prostitution to make it a fourth-degree felony by default, third-degree felony if involving minors or prior convictions, and second-degree felony for two or more prior violations.

Sets a uniform $50 application fee for certificates of qualification for employment, with courts retaining ability to waive fees for indigent applicants.

Requires licensing agencies to post information on their websites about how certificates of qualification for employment and certificates of achievement and employability can overcome disqualifications from criminal convictions.

Creates a rebuttable presumption that individuals are eligible for certificates of qualification for employment if three years (for felonies) or one year (for misdemeanors) have elapsed since final release from sanctions, which can only be overcome by clear and convincing evidence of lack of rehabilitation.

Requires licensing agencies to include certificate information on predetermination forms and other materials that list criminal disqualifications for occupational licenses.
