OH SB73

Amends Ohio Revised Code section 4511.46 to require drivers of vehicles, trackless trolleys, and streetcars to stop and yield to pedestrians waiting at curbs to enter crosswalks or crossing within crosswalks on their half of the roadway.

Requires vehicles to remain stopped until pedestrians have completely crossed the half of the roadway upon which the vehicle is traveling.

Expands yielding requirements to include pedestrians approaching from the opposite half of the roadway who are in danger.

Maintains prohibition on pedestrians suddenly leaving curbs or places of safety and walking or running into traffic paths.

Establishes penalty structure: minor misdemeanor for first offense; fourth-degree misdemeanor if offender has one prior motor vehicle or traffic offense within one year; third-degree misdemeanor if offender has two or more prior offenses within one year; additional fines apply if distracted driving contributed to the violation.
