Amends section 4511.21 of the Revised Code to modify school zone speed limit signage requirements, changing from optional end-of-zone markers to mandatory signage at zone beginnings and ends

School zone beginnings must be marked by signs equipped with flashing or other lights indicating when the 20 mph speed limit is in effect, or by signs giving notice of operating hours; signs can be activated by time clock, automatic device, or manually

Director of Transportation must establish standards governing use of flashing lights and signage for school zones, and must mark the end of every school zone with a sign indicating the zone's end

Appropriates funds from the Highway Operating Fund (Fund 7002) for fiscal year ending June 30, 2020 to pay for all changes to school zone signage standards and equipment resulting from the act

Maintains existing school zone speed limits of 20 mph during school recess and while children are arriving or leaving school during opening and closing hours
