Declares racism a public health crisis affecting Ohio and asks the Governor to establish a working group to promote racial equity throughout the state.

Establishes that systemic racism creates structural inequalities in housing, education, employment, and other areas that negatively impact health outcomes and social determinants of health.

Cites data showing racial disparities in Ohio including maternal mortality 2.5 times higher for black women, black infant mortality among the nation's highest, poverty rates twice as high for black Ohioans, and 56% of incarcerated youth being black despite representing only 16% of youth population.

Commits the General Assembly to reviewing all state laws and policies through a racial equity lens, including human resources, vendor selection, grant management, hiring, promotion, and funding decisions.

Directs the Senate Clerk to transmit copies of the resolution to the Governor and Ohio news media.
