Declares Ohio's intent to secure a memorial monument from the National Memorial for Peace and Justice Monument Placement Initiative and install it on the Statehouse grounds.

Acknowledges the National Memorial for Peace and Justice in Montgomery, Alabama, which opened April 26, 2018, and documents over 4,000 African-American victims of racial terror lynchings across twelve states between 1877 and 1950.

Notes that racial terror lynchings occurred in Ohio and other northern and midwestern states, not just the South, and were perpetrated to enforce Jim Crow laws and control African-American communities.

Recognizes that the Equal Justice Initiative invites states and counties where documented racial terror lynchings occurred to claim identical monuments from the National Memorial for placement throughout the United States.

Authorizes appropriation of necessary funds to secure and install the memorial monument on the Statehouse grounds.
