Proposes to amend Ohio Constitution to authorize issuance of up to $1 billion in state general obligation bonds for clean water improvements, subject to voter approval on November 5, 2019.

Defines "clean water improvements" to include water and wastewater treatment systems, water quality research, reducing dredged material disposal in Lake Erie, and agricultural best management practices for watersheds and soil conservation.

Limits bond issuance to $100 million per fiscal year, with at least 50% of proceeds allocated to western Lake Erie basin counties and remaining proceeds distributed based on each watershed's phosphorous loading proportion.

Requires bonds to mature within 20 years of issuance, with full faith and credit of the state pledged for debt service; bonds and interest are exempt from state taxation.

Provides that state may participate in funded improvements through grants to municipal corporations, counties, townships, and other governmental entities, with proceeds used primarily for clean water projects except for reasonable state administrative costs.
