Applies to Congress under Article V of the U.S. Constitution for a Convention of the States limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and Members of Congress.

Continues as an application until legislatures of at least two-thirds of the states make applications for the same purpose, at which point Congress must call the convention.

Establishes that Congress has only the ministerial duty to set time and place for the convention and cannot determine convention rules, set delegate numbers, or name delegates—these powers remain exclusively with state legislatures.

Specifies that states shall vote on a one-state, one-vote basis and the convention is limited to the three specified topics with no authority to consider amendments to the Bill of Rights.

Directs the Ohio Senate Clerk to transmit copies of the application to the President, Congress, and presiding officers of all state legislatures.
