Authorizes the Western Ohio National Speech and Debate Association to use the Ohio Senate Chambers and various hearing rooms on March 21, 2020 for its Congressional Debate Tournament, contingent upon facility availability.

Recognizes the Western Ohio National Speech and Debate Association as a beneficial educational organization that provides students with opportunities to understand government and the legislative process.

Acknowledges that participation in the Congressional Debate Tournament will enhance students' educational experience and prepare them for productive citizenship and informed decision-making.

Directs the Clerk of the Senate to transmit an authenticated copy of the resolution to the Western Ohio National Speech and Debate Association.
