• Establishes comprehensive telehealth services framework allowing multiple health care professionals including physicians, nurses, psychologists, therapists, and other licensed practitioners to provide services via synchronous or asynchronous technology with standard of care equal to in-person services.

• Requires health benefit plans to cover telehealth services on same basis as in-person services without exclusions and prohibits cost-sharing requirements from exceeding comparable in-person services.

• Creates State Medical Board's "One-Bite Program" allowing impaired practitioners and applicants to participate in confidential treatment and monitoring, with limited immunity from disciplinary action for those meeting program requirements.

• Establishes Medicaid credentialing program with credentialing committee to review competence and quality of care provided by Medicaid providers, with committee activities protected under peer review provisions.

• Extends suspension of certain insurance programs under state law (Ohio Open Enrollment Program and Ohio Health Reinsurance Program) until January 1, 2026.
