Vacates all violations and sanctions imposed for breaching COVID-19-related orders by businesses between March 14, 2020, and the bill's effective date, including liquor control violations.

Requires state agencies and boards of health to expunge violation records within 30 days and restore any revoked licenses or lost rights and privileges.

Mandates the Director of Budget and Management determine civil and administrative penalties collected for COVID-19 violations and refund all penalty amounts to affected businesses within 30 days.

Requires the Liquor Control Commission to report to the legislature within 30 days confirming all COVID-19 violations have been expunged and fines refunded.

Allows businesses to bring enforcement actions in common pleas court in their home county and does not prevent agencies from enforcing non-COVID-19 related restrictions.
