Amends sections 124.11 and 124.30 of the Revised Code to allow police departments to fill vacant classified civil service positions without requiring a competitive examination.

Adds new division (A)(3) to section 124.30 establishing that when a vacancy occurs in a police department position, the director may suspend competitive examination requirements if competition is impracticable and the position can best be filled by selecting a person with specialized certification or exceptional qualifications.

Maintains existing noncompetitive appointment authority for urgent vacancies and special positions requiring unique qualifications, while extending similar flexibility specifically to police department staffing.

Applies to positions in the classified civil service within police departments where peculiar and exceptional qualifications are identified as necessary for the role.
