H.B. No. 146 Summary

• Allows political subdivisions, special districts, and state institutions of higher education to voluntarily elect to apply Ohio's Prevailing Wage Law (sections 4115.03-4115.21) to public improvement projects, rather than being exempt by default.

• Modifies the definition of "public authority" in section 4115.03 to exclude political subdivisions, special districts, and state institutions of higher education unless they affirmatively elect prevailing wage requirements.

• Applies prevailing wage standards to multiple project types including port authority educational facilities, sports facilities, airport development districts, convention facilities, lake facilities, special improvement districts, and sewer projects when the applicable entity chooses to apply the law.

• Amendments apply prospectively to contracts entered into, renewed, or extended on or after the effective date of the act.
