Substitute House Bill 176 - Athletic Training Practice

• Adds physician collaboration requirement to state medical board's disciplinary grounds, specifying failure to fulfill responsibilities of a collaboration agreement with an athletic trainer as grounds for discipline under section 4731.22(B)(53).

• Creates three new sections establishing two pathways for licensed athletic trainers: those with physician collaboration agreements (section 4755.621) can perform expanded activities including athletic training diagnosis and administration of non-injectable drugs; those without collaboration (section 4755.622) are limited to prevention, recognition, assessment, and topical drug administration.

• Requires both types of athletic trainers to act upon referral from physicians, dentists, physical therapists, chiropractors, physician assistants, certified nurse practitioners, or other licensed athletic trainers (with restrictions on athletic trainer-to-athletic trainer referrals) per section 4755.623.

• Adds athletic trainer collaboration agreement violations to athletic trainers board disciplinary grounds in section 4755.64, including new requirement that trainers with collaboration agreements must practice in accordance with those agreements.

• Amends definitions in section 4755.60 to clarify scope of athletic training practice and introduces concept of "athletic training diagnosis" distinct from medical diagnosis.
