HB 18 Summary

• Repeals all provisions of HB 6 from the 133rd General Assembly, restoring Ohio's electric service, renewable energy, and energy efficiency laws to their state prior to HB 6's enactment.

• Reinstates renewable energy benchmarks requiring electric distribution utilities and electric services companies to provide 12.5% of electricity from qualifying renewable energy resources by 2027, with 0.5% from solar resources.

• Revives energy efficiency and peak demand reduction requirements, with utilities needing to achieve cumulative savings exceeding 22% by end of 2027.

• Restores tax exemptions for qualified energy projects using renewable energy resources for tax years 2011-2023, and continues exemptions for properties placed into service before January 1, 2024.

• Enacts section 4928.6616 to allow large commercial and industrial customers to opt out of utility energy efficiency programs if they submit reports demonstrating alternative energy-intensity reduction efforts.
