Requires all freight trains and light engines to operate with a crew of at least two individuals.

Prohibits railroad superintendents, trainmasters, and other employees from ordering or requiring freight trains to operate with fewer than two crew members.

Excludes hostler service and utility employees from the two-person crew requirement.

Authorizes the Public Utilities Commission to assess civil penalties for willful violations, ranging from $250-$1,000 for first violations, $1,000-$5,000 for second violations, and $5,000-$10,000 for subsequent violations within three years.

Directs the Attorney General to collect penalties upon commission request, with all collected penalties deposited into the public utilities fund.
