Removes the cap on noneconomic damages for victims of rape, felonious assault, aggravated assault, assault, or negligent assault in tort actions.

Maintains existing caps on noneconomic damages for other tort cases: the greater of $250,000 or three times economic loss, up to $350,000 per plaintiff or $500,000 per occurrence.

Preserves unlimited noneconomic damages for cases involving permanent physical deformity, loss of limb, loss of bodily organ system, or permanent functional injury preventing self-care.

Prohibits juries from being informed of damage caps and prevents consideration of defendant's wealth, wrongdoing, or guilt when awarding noneconomic damages.

Exempts tort actions against the state, political subdivisions, and wrongful death actions from these provisions.
