Voids the "Director's Order for Facial Coverings throughout the State of Ohio" issued July 23, 2020, by the Interim Director of Health under Ohio Revised Code section 3701.13.

Prohibits the Governor or any state agency from issuing statewide, regional, or countywide facial covering orders during the emergency declared by Executive Order 2020-01D (issued March 9, 2020) unless approved by the General Assembly through concurrent resolution.

Bans the Governor or any state agency from issuing facial covering orders in any specific county or counties during the period of emergency declared by Executive Order 2020-01D.

Defines "state agency" to include all statewide elected officers' offices and all departments, boards, offices, commissions, agencies, and instrumentalities of the state.
