• Creates criminal penalties for hazing, including misdemeanor of fourth degree for basic hazing violations and felony of third degree when hazing includes coerced consumption of alcohol or drugs resulting in serious physical harm.

• Requires school districts and chartered nonpublic schools to adopt evidence-based anti-bullying and anti-hazing policies with specific provisions for reporting, investigation, documentation, victim protection, and discipline procedures.

• Establishes mandatory disciplinary actions for student harassment, intimidation, or bullying offenses, allowing detention, in-school/out-of-school suspension up to ten school days, or alternative discipline, with provisions for counseling and academic support.

• Requires state institutions of higher education to adopt policies addressing harassment, intimidation, bullying, and hazing with penalties including sanctions, fines, diploma/transcript withholding, probation, suspension, and expulsion.
