Adds motor vehicle registration as an additional method for Ohio residents to register as organ donors, alongside driver's license and identification card registration.

Consolidates organ donation contribution provisions by repealing separate sections for different vehicle types and centralizing them under a single regulatory framework effective October 1, 2022.

Dedicates all contributions to the Second Chance Trust Fund for public education programs about organ, tissue, and eye donation in Ohio.
