Expands the Program for Medically Handicapped Children to include individuals up to age 26, phased in annually starting July 1, 2022 (age 22) through July 1, 2026 (age 26).

Amends the definition of "medically handicapped child" to reference age requirements set forth in the revised statute rather than a fixed age limit.

Appropriates $500,000 annually for fiscal years 2022 and 2023 from the General Revenue Fund to the Department of Health for the expanded program.

Requires the Department of Health to adopt rules establishing medical and financial eligibility requirements, provider standards, and administrative procedures for the expanded program.

Repeals existing sections 3701.021 and 3701.022 of the Revised Code and replaces them with amended versions reflecting the expanded age eligibility.
