Designates the Honor and Remember flag as Ohio's official symbol honoring and remembering fallen U.S. Armed Forces service members and their families.

Requires the flag to be displayed at the Ohio statehouse in Columbus on Memorial Day (last Monday in May), with flexibility to display during normal business hours on workdays before or after the holiday.

Encourages display of the Honor and Remember flag during normal business hours at any public building in the state and at any location during military memorial services.

Establishes flag display protocol: when flown from the same halyard or staff, the Honor and Remember flag must fly below and not be larger than the U.S. flag; when three or more flags are displayed together, the Honor and Remember flag must be positioned below all others.

Defines the symbolic meaning of each element of the flag: red field represents blood shed in sacrifice, white field represents purity, blue star symbolizes active military service, gold star signifies the ultimate sacrifice, folded flag element represents the nation's final tribute, and flame symbolizes the eternal spirit of the departed.
