Creates "Marshall University" license plates available to Ohio vehicle owners, with an appropriate logo and words selected by Marshall University representatives and approved by the registrar of motor vehicles.

Requires a $30 contribution per registration and renewal that goes to the license plate contribution fund, plus a $10 administrative fee for the bureau of motor vehicles.

Directs all contributions from Marshall University plates to Marshall University in Huntington, West Virginia for awarding grants or scholarships to Ohio residents attending the university, with funds not used for administering the scholarship program.

Amends section 4501.21 to add section 4503.516 to the list of sections whose contributions are collected into the license plate contribution fund, and establishes how investment earnings from the fund are distributed annually to recipient entities.
