Creates "University of Alabama" license plates available to Ohio vehicle owners through the registrar of motor vehicles.

Applicants must pay a $30 contribution per registration or renewal, deposited into the license plate contribution fund to award scholarships to Ohio residents attending University of Alabama.

University of Alabama receives funds for awarding grants or scholarships to Ohio residents; funds cannot be used for administering the scholarship program, with registrar required to enter agreements with the university.

Plate holders pay a $10 administrative fee to compensate the Bureau of Motor Vehicles, plus regular license taxes and applicable fees.

Amends section 4501.21 to add the new University of Alabama license plate contributions to the existing license plate contribution fund that distributes revenue to numerous charitable, educational, and civic organizations throughout Ohio.
