Sub. H.B. No. 227 Summary

• Extends firearm possession and carrying provisions to persons age 21 or older who are not prohibited by Ohio or federal law from possessing firearms, eliminating the concealed handgun license requirement for this group.

• Allows unlicensed individuals age 21+ to carry concealed handguns under the same restrictions and prohibited locations that apply to concealed handgun licensees.

• Permits persons age 21+ without licenses to transport and possess loaded handguns in motor vehicles under conditions equivalent to licensed carriers, including magazine and ammunition storage regulations.

• Maintains existing exceptions for law enforcement, military members, and other authorized personnel to carry firearms in restricted locations.

• Amends multiple Ohio Revised Code sections (311.42, 1547.69, 2923.12, 2923.121-2923.128, 2923.1210, 2923.1213, and 2923.16) to apply concealed carry provisions uniformly to licensed and unlicensed eligible persons.
