Prohibits the Registrar of Motor Vehicles from requiring a specific number of hours of operation or specific time of operation as a condition for obtaining or maintaining a used motor vehicle dealer license.

Prohibits the Motor Vehicle Dealers Board from adopting rules that require specific hours or times of operation for used motor vehicle dealer licensure.

Requires applicants for used motor vehicle dealer licenses to provide information specified in section 4517.04, but explicitly bars requiring applicants to list business hours of operation on the application.

Amends sections 4501.02 and 4517.05 of the Revised Code and enacts new section 4517.321 to codify these prohibitions.

Does not affect or apply to new motor vehicle dealer licensing requirements.
